Increased Black Voter Turnout
I have led initiatives that resulted in significant wins, such as increasing black voter turnout in Aurora CO’s city council race (a predominantly Black/Brown suburb of Denver). Notably, I achieved an 18% turnout in Ward III, the highest of any ward during the 2017 off-year elections. This success exemplifies our ability to create effective strategies that drive voter participation and advocacy in communities of color.
Innovative Civic Engagement Educational Program
I developed a Civic Engagement course that is taught in the Denver jails, directly impacting those often excluded from the electoral process. Our efforts have consistently increased the number of registered voters in jails, breaking barriers and ensuring that every voice is heard.
“ In developing the Civic Engagement Course for those detained with the Denver Sheriff Department, Ms. Jasmine Ross provided an inviting and structured platform for individuals in the jail setting to learn more about how they can contribute to the community despite their circumstances. The population served in the jails were always very curious about civic interests (e.g. voting and government); however, were at times shy about getting more involved due to not having a full grasp of the dynamics of the subject. By participating in Ms. Ross' Civic Engagement Course, individuals were provided a safe environment for enrichment, education, and empowerment. As a result, within the jails, the Denver Sheriff Department population was on record as having a higher voter turnout and voter registration rate compared to the outside population per capita.”

Groundbreaking Civic Engagement Conference
I co-created the first ever Civic Engagement Conference in partnership with the Colorado Civic Engagement Roundtable. This conference serves as a platform for networking and strengthening civic engagement efforts among organizations dedicated to this work.
“Jasmine has been instrumental in providing strategic and visionary leadership to the Colorado Civic Engagement Roundtable (CCER). She was responsible for coming up with the idea to convene CCER's annual Civic Engagement Summit. She also played a key role in helping to organize and plan the Summit.
Over the last five years, I have watched Jasmine transform her passion for ensuring people involved with the criminal justice system participate in our democracy into action. She organizes and advocates at the grassroots, state and federal level to help build movements within overlooked communities.”

Pioneered Legislative Efforts
I led the passage of SB-072 Voting for Confined Eligible Electors, the first bill of its kind in the nation, which expands access to voter information in jails and mandates in-person voting in all 61 jails and detention centers in Colorado. This monumental achievement reflects our commitment to systemic change and enhancing civic access and can be replicated in other states.
Housing Unit/Second Chance Center story
As acknowledged by Second Chance Center, I was one of the leads for supporting and coordinating a petition effort gathering 300 signatures within thirty days leading to Aurora City council’s passage of Providence At The Heights (PATH) the first of its kind 50 unit permanent transition housing development for returning citizens.
